The events of September 11th underscored the need for trained personnel to assist with emergency operations. Many medical professionals and laypeople sought to support emergency relief efforts but there was no organized approach to channel their efforts. Despite the obvious need, they were ultimately turned away.

The Medical Reserve Corps was established in 2002 to provide a structure to pre-iedentify, credential, train and activate medical and non medical volunteers during times of crisis. It is sponsored by the Office of the Surgeon General of the United States.

The CCMRC was founded in 2007 to provide a structure for a community-based network of volunteers to assist first responders during times of special need or disaster.

The very nature of a disaster means that it could arise in any form, at any time. The CCMRC unit trains for all-hazards response to work with existing agencies that can benefit from surge capacity in addressing the crisis at hand. CCMRC support is intended to supplement existing services and staff.

Theresa Kennett, the CCMRC Coordinator, has a long history with community organizations and outreach efforts in Carroll County. In her role as CCMRC Coordinator, Kennett is in the process of reconnecting with registered volunteers, recruiting new members, and establishing an advisory committee to help identify desired training opportunities and activities that support community emergency preparedness.
